The documents that must be submitted when entering the relevant country of the products sold by the importing company are called circulation certificates. While circulation documents are required for the entry of the product into the country in some countries, they are used in some cases to benefit from various discounts. What are Circulation Documents?
Today, there are 3 different circulation documents used in international logistics transactions.
These are;
A.TR Movement Certificate
EUR.1 Movement Certificate
FORM-A Certificate.
One of the most important details that you should pay attention to during the preparation of the circulation documents is that the circulation documents should be prepared according to the laws of the country where the product will be delivered, not the laws of the sender company.

While A.TR circulation certificate is being prepared for products and goods that are entered into Turkey, EUR.1 circulation certificate should be prepared for a document to be sent from Turkey to Israel, not A.TR circulation certificate.
What is A.TR Movement Certificate?
A.TR Movement Certificate is an indication that the goods on which the transaction is processed are in free circulation. It ensures benefiting from customs exemption during the export of goods and goods in free circulation.
It does not matter in which country the goods and goods in question are produced for the A.TR circulation certificate. Instead, it is sufficient for these goods and goods to be in free circulation for the document to be issued. In order to benefit from customs exemption in export transactions to be made from Turkey to countries that are members of the European Union, A.TR Movement Certificate should be issued for these export products. In order for the document to be processed, it is required to be prepared by the authorities of the country where the exporting company serves, and to be delivered to the customs office and the A.TR document must be visaed. The A.TR circulation document, which is delivered to the customs administration by the exporter’s country and visaed, must be sent to the customs administration of the country to which the goods will be sent, within 4 months at the latest.
A.TR circulation certificate is issued for logistic transactions that take place directly from the community to Turkey or from Turkey to the community. Goods that need to pass through a third country or make a transfer in these countries are also considered to have been transferred directly, and an A.TR circulation certificate can be issued for these goods. At the same time, goods whose transit and transfer process takes place in Turkey are also included in this scope.
What is the A.TR Certificate for?
The question “What is the use of the A.TR certificate?” is asked by companies that are new to the logistics industry or exporting. The A.TR document is generally used to transfer free movement goods to all countries within the scope of the agreement by obtaining customs exemption. There are also a few details that should be considered during the use of the A.TR document. The first of these is that the A.TR document can only be issued on goods within the scope of free circulation. However, in order to benefit from the A.TR certificate, the product or goods to be exported must be an industrial product or a processed agricultural product.
How to Get A.TR Certificate?
A.TR certificate should be obtained directly from the chamber of commerce or exporter associations. The received A.TR document is delivered to the exporting company in 5 copies. One of the delivered documents is green and the others are white.
The received document should be filled directly by the exporter company or a customs consultant authorized by this company. In order for the completed document to be approved, the document must be submitted to the chamber of commerce or exporter’s union where the document was taken. First of all, the accuracy and suitability of the document submitted to the institution after filling is checked. Filling in all the documents required from the company on the document will help in the approval process.
After the documents are approved by the institution, 4 A.TR documents in white are signed and sealed by the relevant officer in the institution. One of the signed A.TR documents remains in the institution and the remaining 4 documents are delivered to the exporting company or authorized consultant.
4 copies of A.TR certificate delivered by the Authority to the exporter or the consultant are delivered to the customs office where the products will be issued. After that, the necessary controls are made on the document by the customs administration and the visa of the document is approved. During the control of the A.TR movement certificate, the control of the products may also be requested when deemed necessary by the customs administration.
Upon the realization of the export, the importer company must submit the green one out of 4 copies of A.TR certificate to the customs administration. One of the white copies must be delivered to the customs broker. Along with these submitted documents, the exporting company must have 2 copies of white A.TR circulation certificate in total.
One of the remaining 2 copies must be kept by the exporter company itself. The last remaining copy is sent to the exporter’s association or chamber of commerce to which the exporting company applied first.
How to Fill A.TR Movement Certificate?
Regardless of the country to which the exporter company sends, the language in which the document will be filled is the language of the country where the contract is made. However, the A.TR document prepared for export products to be sent from Turkey must be prepared in Turkish and in another language of one of the European Community member countries. In addition to the documents prepared in Turkish, it is sufficient to prepare the English A.TR circulation certificate.In addition to the language of the prepared document, the information on the document should be arranged according to the own legal rules of the exporting country.
A.TR circulation certificate can be filled in by hand, and there is no harm in filling it out in the computer environment at the same time. However, if the document is filled by hand, all the words written on it should be written using capital letters and filled directly with a blue ink pen.
If any correction needs to be made on the A.TR circulation certificate, these regions should not be deleted and passed over again. Areas that are written incorrectly or need to be corrected should be crossed out and necessary corrections should be made.
After the A.TR document is prepared or the necessary corrections are made on it, it should be signed by the exporting company or the customs consultant authorized by the company and delivered to the customs administration.
Filling in the information requested from the company on the A.TR document completely saves the company time in the approval process. However, no spaces should be left in the section reserved for the information about the product to be exported. After the product details are written, the remaining part should be drawn up to the last line so that no new details are added to this part after the document is approved.
